Our Board of Directors role, is to provide governance and strategic direction and work effectively with senior management to ensure high quality care and service delivery. GCLA is fortunate to have exceptionally qualified past and present Directors including existing and former company directors, finance managers, government executives, solicitors, hospital directors and business owners.

The following individuals currently comprise the GCLA Board of Directors

David Rafferty

CHAIR

Experienced Manager and Advocate for Disability Services.

David Rafferty is a highly experienced manager with 22 years of dedicated work in disability service provision. His expertise lies in disability programs for adults, specifically disability supported accommodation and disability employment.

With an impressive career spanning 45 years, David brings a wealth of knowledge as a business executive. His areas of expertise include strategic planning and implementation, logistics and workforce management, communications, research and development, and financial management. Having served on the boards of disability service providers for many years, David has developed strong skills in corporate governance, strategy, risk management, reporting, and board performance.

David is a passionate advocate for inclusion, empowerment, and innovation in the disability sector. He has undergone intensive study of support delivery concepts, graduating from the Social Role Valorisation (SRV) long course and participating in various SRV practicums. Leveraging this experience and skill set, David is dedicated to driving improvements for people with disabilities. He also focuses on transforming business processes and culture, tirelessly working towards continuous improvement in service delivery and quality.

Jennifer Marsh

Managing Director

Experienced Leader in Health, Aged Care, and Disability Services.

Jennifer Marsh is a highly experienced leader with a career spanning over 30 years in health, aged care, disability assessment services, and early childhood education. She has worked across commercial (ASX), government, and nonprofit sectors, bringing a diverse range of expertise to her role.

Jennifer holds a Master of Health Science and is a Graduate of the Australian Institute of Company Directors. Additionally, she is a Lead Management Systems Assurance Auditor, highlighting her commitment to quality and operational excellence.

With a clinical background as a Nurse and Ambulance Paramedic, as well as prior experience as a Government Regulator, Jennifer possesses extensive knowledge in risk management, compliance, clinical governance, and quality management systems. Her focus is on exceeding customer expectations and ensuring the highest standards of care.

Jennifer has served in various leadership positions, including as a Director for the Family Day Care Association of Queensland, where she chaired the Finance, Audit, and Risk Committee. She has also contributed her expertise to committees such as the Tweed Shire Local Emergency Management Committee, Gold Coast Airport Emergency Management Committee, Leading Aged Services Safety Committee, and the Australian Skills Council Strategic Review into Aged Care.

As an advocate for vulnerable populations, Jennifer is dedicated to leveraging her diverse experience, initiative, and dedication in her role on the Board. Her aim is to achieve the best outcomes for both internal and external communities while seizing opportunities to showcase the organisation's services. 

Peter Callaghan

BOARD MEMBER

Passionate Advocate and Seasoned Veteran in Queensland Community Services.

Meet Peter Callaghan, a remarkable veteran with 45 years of dedicated experience in Queensland community services. Throughout his illustrious career, Peter has served in front-line, management, and board roles across a wide spectrum of organisations, encompassing youth, disability, aged care, housing, education, and employment. His outstanding commitment to improving the lives of disadvantaged and vulnerable individuals has earned him an impeccable reputation.

Peter's unwavering dedication is directed towards enhancing professional standards, fostering effective communication, and nurturing strong relationships within community organisations. He firmly believes that these pillars are essential for driving positive change. As a valuable member of the Board, Peter brings forth his wealth of expertise, unwavering ethics, and strong values to propel our organisation's commitment to lifelong improvement. His contributions are instrumental in advancing the quality and scope of services provided to our cherished clients, dedicated staff, and the wider community we serve. He is a qualified member of the esteemed Australian Institute of Company Directors, demonstrating his exceptional governance skills and leadership acumen. Moreover, Peter holds an Advanced Diploma in Community Services (Disability) and Front-line Management, showcasing his comprehensive understanding of the sector and his ability to navigate complex challenges with finesse.

Tania Howard

BOARD MEMBER

Accomplished Finance Professional and Catalyst for Community Development.

Meet Tania, an accomplished finance professional and FCPA with an impressive 30-year track record in business management, compliance, governance, change management, contract negotiations, business improvement, property development, and joint ventures. Her expertise spans corporate, government, and community sectors, showcasing her versatility and adaptability.

Tania's qualifications and accolades speak volumes about her commitment to excellence. She is a registered tax agent and ASIC registered agent, holding a Bachelor of Business with Distinction. As a Fellow of CPA Australia, she has been recognised for her outstanding career achievements. Tania's pursuit of knowledge and professional development is further evident through her completion of the AICD Company Directors Course and her experience as a lecturer at Central Queensland University.

Having served the Gladstone community for 13 years through her own taxation business and previously as Finance Manager at Orica, Tania has honed her skills in driving initiatives and fostering innovation that strengthens relationships and benefits community members. Her dedication to achieving the best outcomes has been formally acknowledged by customers who appreciate her valued partnerships, diligence, and genuine care.

Tania brings together her extensive career experience and personal commitment to local communities as a valuable member of our Board. With unwavering integrity, she strives to shape a brighter future for the communities we serve.
